In humans it is the ability of individuals or communities to adapt and self-manage when facing physical, mental or social changes. The World Health Organization (WHO) defined health in its broader sense in its 1948 constitution as “a state of complete physical, mental, and social well-being and not merely the absence of disease or infirmity.”

A civil enforcement officer (CEO or colloquially traffic warden) is a person employed to enforce parking, traffic and other restrictions and laws in England & Wales. In England, they are employed by county councils, London Borough Councils, metropolitan district councils or Transport for London, and in Wales by county (borough) councils – or private companies contracted by any of the above. Until the passage of the Traffic Management Act 2004, on-street parking and traffic movement violations were enforced by non-warranted police traffic wardens employed by constabularies. Operational maintenance is the care and minor maintenance of equipment using procedures that do not require detailed technical knowledge of the equipment’s or system’s function and design. This category of operational maintenance normally consists of inspecting, cleaning, servicing, preserving, lubricating, and adjusting, as required. Such maintenance may also include minor parts replacement that does not require the person performing the work to have highly technical skills or to perform internal alignment.
As the term implies, operational maintenance, is performed by the operator of the equipment. Its purpose is threefold: to make the operator aware of the state of readiness of the equipment; to reduce the delays that would occur if a qualified technician had to be called every time a simple adjustment were needed; and to release technicians for more complicated work
